About the Speakers:

Den is an ex-Chief Superintendent of Police with over 36 years of Police service. He possesses a wide range of knowledge and experience in risk management, command, field operations and crisis handling. He masters meticulous operational planning and excellent risk management abilities. Serving as a commander in a number of Police divisions and districts, Den was well known for his ability to appreciate potential security risks and for his initiative to take effective measures to prevent such risks from happening.

Den headed the Police technical division between 2006 and 2010. He led technical specialists and engineers to provide technical support and solutions to the sophisticated security and surveillance operations. Such services included the sweeping for bugging devices (i.e. technical surveillance countermeasures, TSCM) for foreign heads of state visiting Hong Kong as well as for top local government officials. During the same period, Den also took up the responsibilities to oversee the Police Force’s implementation of the newly enacted Interception of Communications and Surveillance Ordinance.

Patrick is a retired Police Superintendent with more than 37 years of experience with the Hong Kong Police Force. Between 2002 and 2010, he was the officer-in-charge of the Technology Crime Division within the Commercial Crime Bureau. The Division is responsible for setting up the Force’s capability and strategies in the investigation and detection of technology crimes in Hong Kong, collection and examination of digital evidence in a forensically sounded manner, and promotion of public awareness in technology crime prevention.

During Patrick’s tenure with the Technology Crime Division, he has represented the Force to attend and speak at many international cybercrime conferences. His Division also ran technology crime training not only for members of the Hong Kong Police Force but also law enforcement officers from overseas.
