Commercial Crime investigation and the role of CPA firms

The presentation outlines the Commercial Crime Bureau's strategy in fighting against commercial frauds. In discussing the modus operandi of various contemporary frauds, the speaker aims at discussing the role of CPAs and putting forward suggestions on how CPAs can help fighting against white-collar crimes.

"Email Scam" at Corporate Level- an emerging commercial fraud

E-mail Scam "Corporate Level", is a prevailing crime worldwide committed by cross-border syndicate, targeting on genuine trading partners who used e-mails as their major means of communication. E-mail scams usually involved international element, where computer hacker, victims and beneficiary bank accounts situate at different jurisdictions, which caused extra difficulties for law enforcement agencies to tackle it.

Online Fraud Prevention

Nowadays, internet has become an indispensable platform for developing business and engaging customers. Taking the advantage of easy accessibility and low cost, fraudsters increasingly incline to perpetrate crimes via internet. This topic mainly focuses on the prevalent modus operandi, legal perspective and preventive measures of online fraud.

About the speakers:

Chief Inspector Fanny Kung has 8 years of experience in commercial crime investigations. She has abundant experience in investigating and prosecuting various types of commercial crimes including listed company investigations, securities fraud and insurance fraud cases. Miss Kung is now the Section Head of the Intelligence Division of the Commercial Crime Bureau, mainly responsible for liaising with internal and external stakeholders, coordinating publicity programmes of the Bureau, and devising strategies to fight against commercial frauds.

Detective Senior Inspector Hui Hong-kit, Keith joined the Commercial Crime Bureau in Oct 2008 and has been serving in the Bureau since. He is the Officer-in-charge of a Fraud Team in the Commercial Crime Bureau, specializing in investigating white-collar crime cases such as "Money Laundering", "Fraud" and other commercial-related offences. During Mr. Hui's tenure in the Commercial Crime Bureau, he has been involved in some major investigations such as the successful detection of a listed company fraud that caused the collapse of Moulin Global Eyecare Ltd, and a joint investigation with the Securities and Futures Commission involving a former Morgan Stanley Managing Director being convicted for "Insider’s Dealing".

Chief Inspector Kelvin Ip has been working with the Technology Crime Division, Commercial Crime Bureau of Hong Kong Police for over five years. During the period, Mr. Ip had handled wide range of technology crime cases and has taken up the in-house training role in the past two years. In collaboration with INTERPOL, Mr. IP has also delivered training on technology crime investigation in France and Singapore before.

Seat Accommodation:

Please note that seats accommodation for accepted participants will be reserved until 15 minutes after the seminar starts. Seats may not be available for participants who are late for over 15 minutes.


CPD Hours:

For those participants who have not attended the full session, the number of CPD hours will be discounted according to the actual time of attendance. Completed CPD hours will be granted to attendees who have attended the full session. For the exact recognition of the CPD hours, please check with the respective Institute or Association.
